Purpose

Approve the implementation of the school
safety measures on Shorncliffe Road

Decision

That the Cabinet Member for Climate Emergency, Jobs and
Transport (“Cabinet Member”):
 
1. 
Considers the outcome
of the consultation for Shorncliffe Road and the recommendations
made by officers regarding the future of the above scheme based on
the consultation report in Appendix 3 of the report.
 
2. 
Approves the
Shorncliffe Road Improvements proposed measures in the design
drawing as shown in Appendix 1, implemented by way of powers under
the Highways Act 1980 (“1980 Act”), the Road Traffic
Regulation Act (“1984 Act”), and orders made under 1984
Act, subject to the outcome of any necessary statutory consultation
and procedures.
 
3. 
Instructs officers to
make changes to the proposed design shown in Appendix 1based
on comments received in the consultation feedback and notes
the subsequent design amendments to improve safety for
all users as shown on the drawing at Appendix 5.
 
4. 
Instructs officers to
proceed with the detailed design stage and approves implementation
of Shorncliffe Road Improvements scheme, shown in Appendix 5,
subject to outcome of the statutory consultation.
 
5. 
Considers the
Equality Impact and
Needs Analysis (“EINA”) prepared for the purposes of
this report in accordance with the
council’s Public Sector Equality Duty (“PSED”) in
Appendix 2.
 
6. 
Instructs officers to
make the necessary Traffic Management Orders (“TMOs”)
in accordance with sections 6, 49(5) and 124 (and
the other relevant powers identified in this report) of the 1984
Act subject to statutory consultation carried out pursuant to the
Local Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996 (“1996
Regulations”).
 
7. 
Notes that officers
will present a further report to the Cabinet Member should the
council receive any valid objections (that are not subsequently
withdrawn) during statutory consultation
