Decision
That the Cabinet Member for Equalities, Democracy and Finance;
- Approves the procurement strategy for Hard FM (Facilities Management) services (outlined in paragraphs 39 to 41) via a competitive flexible procurement process, at an estimated annual cost of £5m for a period of five years with an option to extend by a further two years, bringing the total estimated contract cost (should the extension option be implemented) to £35m.
- Approves the procurement strategy for the outsourced elements of Soft FM services (outlined in paragraphs 39 to 41) for the award of two separate contracts: (i) cleaning; and (ii) security services via a further competition process using the Fusion21 Workplace and Facilities Management Framework agreement (Lot 2 (Cleaning Services) and Lot 3 (Security Services), at an estimated combined annual cost of £5m for a period of three years with an option to extend by a further two years, bringing the total estimated cost of the two contracts (should the extension options be implemented) to £25m.
- Notes that the current Corporate Facilities Management (CFM) cleaning services will continue to be provided via the established in-house delivery model.
- Approves the extension of the existing contract with OCS (UK & I) Limited (for hard FM services only) for a variable period of up to four months from 1 October 2026 at an estimated value of £1.25m (pricing detail under review) to allow the new Hard FM services contracts referred to at paragraph 1 to be procured and mobilised and to note that the variation.
