Purpose

To approve:

·  the formal advertising of the proposed new TMOs, comprising new on-street static TMOs; and

·  the transition of Temporary Traffic Management Orders (TTROs) to a digital format in compliance with the (D-TRO Regulations 2025).

Decision

The Leader of the Council approved the following:

  1. The background to the Digitisation of Traffic Management Orders (TMOs) project as set out in this report.  The statutory obligation arises under the Traffic Orders and Notices (Provision of Digital Information) (England) Regulations 2025 (D-TRO Regulations 2025) pursuant to section 93 of the Automated Vehicles Act 2024 (the 2024 Act).  Further, Southwark Council (the Council) must have regard to the October 2026 timeframe currently indicated by the Department for Transport to digitise all TMOs be noted.
  2. Approval be given for the formal advertising of the proposed new TMOs , comprising new on-street static TMOs  (including orders relating to moving traffic, speed limits, and housing estate and other off-street parking restrictions), in accordance with the statutory procedure set out in the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 ("the 1996 Regulations").
  3. That a statutory consultation will be carried out with the bodies and persons specified in regulation 6 of the 1996 Regulations, and with the chief officer of police pursuant to paragraph 20 of Schedule 9 to the Road Traffic Regulation Act 1984 ("the 1984 Act"), before any TMOs are made.
  4. All representations and objections received during the statutory consultation period would be fully considered before any decision is taken to make the proposed TMOs.
  5. That a further separate report would be brought before the Leader following the close of the statutory consultation period, in all cases, whether or not any objections are received to make a further decision.
  6. That no TMOs will be made as a result of this decision, and that the making of any new TMOs remains subject to the Leader’s further decision following the statutory consultation.
  7. Approval be given for the transition of Temporary Traffic Management Orders (TTROs) to a digital format in compliance with the (D-TRO Regulations 2025) being implemented by the Department for Transport.
