Purpose

To make amendments to the traffic management order

Decision

a)  That the plans outlined in this report to make amendments to the traffic management order (TMO) for the car parking provisions outside the leisure centre which is known as (the Castle Centre), be approved. The title of the TMO is the London Borough of Southwark (Free off-street parking places) (Leisure centres) (No. 1) Order 2016 (the 2016 TMO).

b)  That officers be authorised to undertake the statutory consultation process in respect of the proposed amendments to the TMO, including the publication of the necessary notices and consideration of any representations received in accordance with section 32, 33, 35, 124 and Part IV of Schedule 9 (and any other relevant powers identified in this report) of the Road Traffic Regulation Act 1984 (1984 Act) subject to statutory consultation carried out pursuant to the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (the 1996 Regulations).

c)  That the Equalities Impact Needs Assessment (the EINA) located at Appendix 2 and the equalities assessment set out in this report be considered in accordance with the Council’s Public Sector Equality Duty (“PSED”).

d)  That it be noted that following the close of the statutory consultation period, officers will present a further report to the Executive Member should the Council receive any objections and having regard to those objections (that are not subsequently withdrawn) during the statutory consultation.

e)  That officers be authorized to take steps to hold a public inquiry pursuant to regulation 9(1) of the 1996 Regulations in relation to the proposed TMO if considered expedient to do so.
