Purpose
The award of the contract to support victims
of Domestic Abuse within Safe Accommodation settings – In
Staffordshire, there are three existing safe accommodation
providers, Glow, Pathway and Staffordshire Women’s Aid who
provide support in refuge and dispersed accommodation. This
decision relates to Pathway for their refuges and dispersed
accommodation in Lichfield and Tamworth.

The Domestic Abuse Act 2021 placed a Duty on
Tier 1 Local Authorities to provide support to victims of domestic
abuse and their families living in safe accommodation settings and
funding has been allocated to Staffordshire County Council by
DLUHC. To ensure a consistent approach across the county and
sustainability of existing providers, approval for an exception to
Procurement Regulations was requested to complete a direct award to
all three providers Glow, Pathway and Staffordshire Women’s
Aid. A report was presented to SLT on 17 July 2023 where this
action was supported
This decision is in respect of Pathway.
