The adult social care assessment and case
management services provided by Midlands Partnership NHS Foundation
Trust (MPFT) delivers the Council’s statutory duties for
assessment of people’s eligible needs, determination of an
appropriate support plan, and review of people with assessed
eligible needs.
The services provided also includes:
a. Providing professional support to prevent or reduce the need for
care, including rehabilitation for people with sensory needs;
b. Assessing individuals’ mental capacity and making Best
Interest Assessments.
c. Completing Mental Health Act Assessments by Approved Mental
Health Professionals (AMHPs).
d. Completing safeguarding enquiries and developing safeguarding
plans.
e. Providing Occupational Health assessments to enable people to
maximise their independence, for example through use of
equipment.
The section 75 agreement between the Council and MPFT contractually
requires that the Council “provide additional annual funding
to Midlands Partnership NHS Foundation Trust in recognition of any
cost of pay and price inflation for Social Care Staff and also
inflation in agreed operating costs attributable to the
Services..”
For 2024/25 the value of pay inflation (5.5%) and non-pay inflation
(0.8%) which equates to an annual increase of £1.288m
therefore requiring an Executive Officer Delegated Decision.
There is sufficient budget within the MTFS to pay this amount
