On 5th March 2025, Cabinet approved the
Contract Award to System C, and their case management system Liquid
Logic. Cabinet further approved to delegate authority to the
Director for Health and Care and the Director for Children and
Families, in consultation with the Section 151 Officer and
Monitoring Officer, to finalise and agree the contract with the
approved supplier and to thereafter agree contract extensions at
the relevant points with the approved supplier.

Officers and lawyers acting on behalf of the Council have now
finalised the drafting the contract terms and conditions in line
with the key principles included within the 5 March Cabinet
Decision.

The Cabinet report stated the initial term of the contract is for
five years, with the option of two extended periods of a further
five years each. The annual price will increase yearly in line with
the Consumer Price Index. Annual supplier costs are fixed for the
initial term and will be subject to increase at each extension
point. Future years will be subject to an annual increase price at
the contract extension point in line with RPIx rather than
CPI.

This decision is therefore to sign the contract with System C for
an initial period of 5 years commencing in October 2025, with
provision for two further 5-year extension periods.
