Purpose

To award a Local Service Bus
Contract

Content

To proceed to renew a local service contract.
The previous contract expires end of August 2025. Summary details
are as follows:

• Contract is for the operation of part of route 10A –
the section between Pattingham and Perton along with the school
contract route 710
• Funding entirely from existing as has been the case for the
previous one
• Contract is for 2 years.
• The service cannot be tendered due to part of the route
being operated on a commercial basis and the majority of passenger
journeys being beyond the section this contract supports. An
exception has been completed and authorised by Procurement to this
effect.
• total contract value is £295424.00. Executive decision
is required under the Exception rules

Alternative options considered

The tendering of the full route to
Wolverhampton was considered, but the Transport Act 1985 does not
allow the tendering of a bus service in competition with a
commercial one already in operation.
The tendering of the part route was considered, bit with 80% of
passengers making a journey beyond the part of the route that could
be tendered this choice would be detrimental to the public using
the bus service with potential loss of patronage as a result.
