Purpose

To update the Corporate Leadership Team
regarding the requirement to review, consult and publish the
Licensing Act Statement of Licensing Policy for 2026-2031. CLT are
asked to note the report and approve the policy as detailed at
Appendix A for consultation and onward governance.

Decision

The Cabinet has
considered the draft Statement of Licensing Policy and has agreed
to recommend that the Council Meeting approve and adopt the
Statement of Licensing Policy.

Alternative options considered

This is a statutory
policy required under the Licensing Act 2003 and therefore there
are no alternative options.
 
Public consultation
was undertaken 23 December 2025 – 12 February 2026, following
which comments were considered and minor amendments were made to
the Policy in APPENDIX A and shown in the table of updates at
APPENDIX B.
