Decision

The Cabinet Member for Parks, Highways & Transport Services has given approval the installation of 3. No Morpeth Bollards outside no. 8 Finney Lane, Heald Green to prevent motorists from driving over the footway and parking their vehicles fully or partially on the footway at a cost of £1,850 to be funded from the Cheadle Area Committee’s Delegated Budget (Heald Green ward allocation).

The Cheadle Area Committee considered the proposals at its meeting on 16 June 2026 and agreed that the recommendations should be adopted.

Alternative options considered

The area already benefits from a No Waiting at Any Time and No Loading Mon to Fri 8am – 9.30am & 4.30pm to 7pm Sat 8am – 1pm Traffic Regulation Order. Parking enforcement has been requested, with numerous visits having taken place. However, with motorists parking at the location for short periods of time, they move their vehicle(s) before the Civil Enforcement Officers have been able to attend and complete the issuing of the Penalty Charge Notice (PCN) process.

An option to return part of the dropped vehicular crossing to a full height kerb however reducing the length of the dropped vehicular crossing would hinder the movement of vehicles entering and exiting the car park for The Courtyard business property.
