Purpose

To seek approval to award a contract to TechnologyOne UK Ltd for the provision of a modern, cloud-based Finance and Purchase-to-Pay system to replace the council’s existing finance and purchase-to-pay systems. The decision will authorise the award and execution of the contract and provide delegated authority to the Section 151 Officer and the Chief Governance Officer and Monitoring Officer to enter into any further documentation required to put into effect the terms of this decision. A procurement exercise has been undertaken through the Crown Commercial Service G-Cloud 14 framework to procure the supplier. This decision relates only to the decision to enter into this contract.

Decision

The Executive Director for Corporate and Support Services, in consultation with the Cabinet Member for Finance, Resources & Innovation, has considered a report detailing a proposal to enter into a contract with Technology One to replace the Council’s current financial management system (SAP) and to obtain their approval to execute the documentation on behalf of the Council, and has then:-

(1) Agreed to award the contract to the supplier by way of an Officer Key Decision on the terms and basis detailed in the ‘not for publication’ appendix to the report.

(2) Delegated authority to the Chief Governance Officer & Monitoring Officer to undertake the signing and sealing of the contract.

(3) Delegated authority to the Chief Governance Officer & Monitoring Officer to take all necessary steps to implement the decision including entering into and completing all necessary legal agreements to give effect to this decision.

Alternative options considered

To not enter into a new agreement, however this was rejected on the grounds that to do so would create a significant risk to the continued provision of sustainable financial management services to the Council.
