To enter into a contract with Sustainable Energy Limited (SEL), for SEL to conduct the Technical workstream of the Outline Business Case (OBC) for the Canal Quarter District Heat Network project.

Reasons for the decision

To enable the progression of the Outline Business Case for the Canal Quarter District Heat Network project.

SEL conducted the initial feasibility study for the District Heat Network in 2019. The Technical workstream of the OBC consists of a refresh of this feasibility study, with some areas provided in greater detail. For this reason, an exemption request was sought, and granted, allowing SEL to be appointed without the requirement to obtain 3 quotes.

The contract value is £49,910.
