That Stratford-on-Avon District Council extend the Community Builder project delivered by WCAVA for a further 12 months in line with the contract specification.

Reasons for the decision

The Community Builder project was developed through the Social Inclusion Partnership to support stronger, more resilient communities in Bishopton and Clopton. The initial pilot focused on two areas identified as experiencing higher levels of need and was designed to help residents, community organisations and local partners build on existing assets, strengthen local connections and create activity shaped by community priorities.

The project has continued to operate through an Asset Based Community Development approach, recognising that residents and community organisations have skills, knowledge and relationships that can be supported and developed. The Community Builder role provides dedicated capacity to listen, connect, broker relationships, support practical delivery and help local ideas become sustainable community action.

The project is co-funded by Stratford-on-Avon District Council (£27,000 per year), Stratford Town Trust (£23,000 per year) and Stratford-upon-Avon Town Council (£5,000 per year). The contract is five years in total structured in a 2+1+1+1 format. It is at the end of the first 2 years with the option to extend for a further year subject to funding and meeting its KPI’s. Stratford-on-Avon District Council, Stratford Town Trust and Stratford-upon-Avon Town Council have confirmed funding for the 12-month extension.

Based on the combined KPI data, stakeholder feedback, Bishopton survey findings and June 2026 review of the contract, the Community Builder role is performing strongly against the contractual expectations and remains highly relevant to resident priorities. The Project Board including funders Stratford-on-Avon District Council, Stratford Town Trust and Stratford-upon-Avon Town Council are supportive of the extension.

Alternative options considered

Several factors have been taken into account and the following has been considered in reaching this decision:

• Whether the budget allows for these grant awards.
• Whether the organisation is appropriately qualified to undertake this work.
• Whether the organisation delivered this work within the district and effectively with the 2024/26 award.
• Whether this work is aligned with the Growing Opportunities and Council Plans.
• Whether a need exists for this activity and spending.

The answer to all these questions is ‘yes’.
