Purpose

To enable the council to deliver improvement
works to this scheme the council needs to enter into a contract
with a third party. The procurement for this programme of works was
undertaken via the Westworks DPS in 2022, with the option to direct
award up to a further 9 schemes (this is the 8th scheme
awarded)

Decision

T award a contract to EW Beard to undertake
works to modernise the Independent Living Scheme at Hazlewood,
Stonehouse.

Alternative options considered

Option 1 - the council could re-procure but
the contractors performance remains high. Works were completed at
the last scheme on schedule and within budget, satisfaction
continues to be very high with all KPIs achieving scores of 9 out
of 10 or higher. Works are also currently nearing completion at
Ashwell House in Painswick and scores are being maintained at a
similar level. A cost consultant has confirmed the contract costs
are in line with expectations.
Option 2 - don't proceed with the works. The modernisation
programme is supported by Housing Committee and the budget has been
approved, so this option has been discounted
