The Scrutiny Committee investigates and consults on issues within its remit, fulfilling the council's statutory responsibilities for scrutiny. It examines major health issues, substantial changes to local health services, and the impact of interventions on local inhabitants, particularly minority groups, aiming to reduce health inequalities. The committee also oversees health service delivery against targets and considers referrals from Healthwatch. It has the power to refer concerns about health service proposals to the Secretary of State. Additionally, it scrutinises crime and disorder functions of responsible authorities and reviews flood risk management functions affecting the local area.
