The Chief Executive, in consultation with the Leader or Deputy Leader, has delegated authority to take urgent action on emergency measures between council meetings. This power applies to matters not already assigned to Directors or Heads of Service. Any decisions made must be notified to the Scrutiny Committee Chairman, and the public must be given at least five clear days' notice of the decision.
