Purpose

Following a lengthy procurement process, approval was needed for the contract award of the new Open Framework for the transport of children with SEND to school, children in social care and the transport of vulnerable adults.

Local authorities had a legal duty to provide free home-to-school transport for eligible children of compulsory school age (5–16) who had special educational needs and disabilities (SEND), where their needs or distance from school make it necessary. The number of children receiving transport support had more than doubled since the 2019/20 academic year. In addition to the increase in demand, the average daily cost per pupil had risen significantly from £31.84 to £44.81, placing further pressure on the transport budget. Adult Services had a legal duty to provide transport to clients who were eligible for social care support in certain circumstances. There were currently 118 individuals transported with external providers funded by Adult Services.

Following approval at Executive Cabinet on 24 September2025 the council started procurement in collaboration with STAR, our procurement partner, for a new framework for transport for these groups. The procurement process had now concluded, and the new framework is now live. If approved the framework will be for eight years. It would be reopened at least twice during that period to allow other suppliers to apply and encourage further competition.

Alternative options considered

To not approve the use of the new framework would mean the council is in breach of Procurement Standing Orders.
