Purpose
This report sought approval to accept £5.8m of City Region Sustainable Transport Settlement (CRSTS) reprioritization funding from the Greater Manchester Combined Authority(GMCA) to support the delivery of town centre improvement works in Ashton-under-Lyne and Stalybridge.
The report also sought Cabinet approval to enter into two Delivery Agreements with TfGM (appendices 2 and 3) and sought delegated authority for the Director of Strategic Growth to manage and deliver the two programmes, including procurement and contract award. The schemes would deliver public realm and active travel improvements aligned with wider regeneration programmes, including Levelling Up Fund / Capital Regeneration Programme (LUF / CRP) investment
Decision
RESOLVED
(i) Approval be given to the acceptance of £5.8m CRSTS grant funding from the Greater Manchester Combined Authority, following Bee Network Committee approval, 25 June 2026 and inclusion in the Council’s Capital Programme;
(ii) That Approval be given to the entry into two Delivery Agreements with TfGM to secure the funding, set out in appendices 2 and 3;
(iii) That delegated authority be given to the Director of Strategic Growth to manage and deliver the Ashton and Stalybridge programmes, including commissioning, procurement and contract award in accordance with the Council’s Constitution and in consultation with the Strategic Director of Housing, Environment & Estates, the Executive Member for Town Centers and Connectivity, the Executive Member for Growth, Housing and Homelessness, the Strategic Director of Finance and the Director of Legal and Democratic Services
