Purpose

In April 2024 the Council’s Executive Cabinet approved the Stalybridge West Development Prospectus which provides the vision for the redevelopment of the area for a residential led town centre scheme. To facilitate the development the Council owned land in this area it has been identified that there is a requirement for delivery enabling infrastructure works, including a MSCP facility (to replace existing surface level car parking at Castle Street) and a pedestrian bridge across the River Tame to provide improved access between the Town Centre and the train station.

In June 2026 Tameside Council Speakers Panel (Planning) passed a resolution to grant full planning consent for clearance, enabling works and the erection of a multi story car park and associated landscaping. The project involved the redevelopment of the existing 69 space Waterloo Road car park site into a modern 171 space MSCP. The operation of the MSCP will be consistent with TMBC car parking charges and standards.

A procurement exercise had been completed via STaR Procurement utilising the NW Construction Hub Framework. The contract had been procured using the JCT Design& Build Standard Form of Contract and part of a two stage process. The Pre-Construction Services Agreement (PCSA) would be used to appoint the contractor to complete the technical design work, programming, and buildability advice before signing of the main construction contract, this approach will help ensure cost certainty and lower project risk by reducing the scope for variations and extension of time claims during the construction works.

Ten contractors from the Framework were invited to tender for both stages of the process. A fully compliant evaluation was undertaken in line with the STaR scoring criteria. Galliford Try were duly selected as the preferred contractor for delivery of the MSCP at a contract value of £4.721m

Decision

RESOLVED

(i)                That Approval be given to the appointment of Galliford Try PLC as contractor for the delivery of the Stalybridge Multi Storey Car Park (MSCP) following a competitive tender process via STaR and the NW Construction Hub framework.

(ii)              That Approval be given to the finalisation and signing of the Pre-Construction Services Agreement (PCSA) with Galliford Try PLC to enable the technical design work to be completed under RIBA Stage 4 prior to agreement of the main contract for commenced of construction works.

(iii)           That Approval be given to the preparation of the relevant contract documents for the main works contract to be sealed subject to a further report to Executive Cabinet in relation to the MSCP operating model and obtaining of final Executive Cabinet approval to proceed

To not award the contract or to appoint a different supplier.
