Purpose
Smallshaw-Hurst Children’s Community (SSH CC) sought to acquire the Cedar Park Pavillion through a Community Asset Transfer. The organisation delivered services from the site for over seven years and had a strong track record of community engagement and delivery. The proposal sought to develop the building into a sustainable community hub, supported by an initial five years of financial support from Save the Children UK. The application had been assessed by an officer panel against the Council’s CAT framework with unanimous support to progress the proposal.
Decision
That approval be given to complete the Cedar Park Community Asset Transfer and grant a 25-year lease in line with the Heads of Terms.
Reasons for the decision
To seek approval to complete the proposed Community Asset Transfer (CAT) of Cedar Park Pavilion to the Smallshaw-Hurst Children’s Community CIO (SSH CC) in line with Stage 3 of the Council’s CAT policy and process. The proposed CAT will be by way of a new 25-year Full Repairing and Insuring lease, on the terms detailed in Appendix 1.
Alternative options considered
Not progressing the CAT was considered but rejected due to the strength of the proposal, clear strategic alignment, and the opportunity to secure long-term community benefit from the asset.
Retaining the asset within Council management would result in ongoing maintenance liabilities, costs and limit community-led development.
