Approval of Highways Maintenance Programme
September 16, 2026 Strategic Director of Housing, Environment and Estates (Officer) Unknown View on council websiteFull council record
Purpose
The report seeks to obtain approval for the delivery of a prioritised two-year highway maintenance rolling programme (2026 – 2028), developed using condition data, asset management principles and available capital funding.
Decision
i) That approval be given to the two-year prioritised highway maintenance rolling programme set out in Appendix 1 to 10.
ii) That Delegated authority be granted to the Head of Engineering Services, in consultation with the Strategic Director or Assistant Director of Housing, Environment and Estates, to make amendments to the programme where necessary.
iii) Note that delivery of the proposed programme is subject to the continued availability of capital funding and network condition changes.
Reasons for the decision
Approval is required to allow the council to deliver a planned, prioritised two-year rolling maintenance programme, ensuring resources are used efficiently and works align with the approved Highway Asset Management Plan. Without approval, the programme cannot be scheduled or delivered effectively.
Alternative options considered
An option to continue with annual, short-term maintenance programmes was considered but rejected, as this approach would not align with the strategic principles set out in the Highway Asset Management Plan and would limit opportunities for efficient forward planning.
A reactive only maintenance model was also discounted because it would lead to higher long-term costs, increased network deterioration and reduced ability to prioritise works based on risk and condition.
