Purpose
Greater Manchester Combined Authority (GMCA) provided grant funding to Tameside Council to support the delivery of Adult Domestic Abuse Perpetrator Interventions and Independent Domestic Violence Advisory (IDVA) services.
GMCA confirmed that further funding for 2026/27 was available to Tameside Council for the continuation of Independent Domestic Abuse Advisory (IDVA) service and Multi Agency Tasking and Co-ordination (MATAC) during this financial year. Funding for adult perpetrator interventions was available up to 14 January 2027 in line with Ministry of Justice funding timelines.
GMCA also matched funding for a pilot project in Tameside which would deliver trauma informed, intensive specialist support to individuals experiencing intractable high-risk domestic abuse. The pilot sought to run from October 2026 for a period of 2 years and would be externally evaluated.
This report sought permission to accept the grant and match funding from GMCA totalling £0.289m to come into the Public Health budget and be allocated as a contribution towards the delivery of adult perpetrator interventions, Independent Domestic Violence Advisory (IDVA) services and intractable MARAC pilot via Bridges Partnership (subject to a modification of the current contract), and MATAC via GMP in line with the grant expectations from GMCA and entry into relevant grant agreements associated with the funding.
Decision
i) That approval be given to accept the grant funding of £0.089m for 2025/26 from GMCA to support the delivery of Independent Domestic Violence Advisory (IDVA) service.
ii) That approval be given to accept the grant funding of £0.100m for 2026/27 to support the delivery of adult perpetrator inventions.
iii) That approval be given to accept match funding from GMCA of £0.100m over 2 years to support the delivery of the intractable MARAC pilot.
iv) The Council enters into such grant agreements as are required for the funding identified in recommendations 1, 2 and 3,
v) That approval be given to award £0.264m of the funding identified in recommendations 1, 2 and 3 to Jigsaw Support for the delivery of domestic abuse perpetrators interventions and Independent Domestic Violence Advisory (IDVA) services subject to the approval of an appropriate modification to vary the contract with Jigsaw for the Bridges service in accordance with the Council’s Contract Procedure Rules
vi) That approval be given to transfer the remaining £0.025m to Greater Manchester Police (GMP), to support the delivery of MATAC.
Reasons for the decision
Acceptance of grant funding from GMCA to support domestic abuse interventions across the Borough.
Alternative options considered
The alternative option was to not accept the grants and reduce the capacity of the IDVA service, dedicated support for intractable high risk cases and reduce the perpetrator interventions resulting in less support for high-risk victims of domestic abuse and those using harm.
