Allocation of Funding for Ryecroft Hall in Conjunction with an Application to the Public Buildings Retrofit Fund
October 21, 2026 Strategic Director of Housing, Environment and Estates (Officer) Approved View on council websiteFull council record
Purpose
This report sought approval to agree the funding of Strategic Property reactive maintenance revenue budget and use of the statutory compliance capital budget in order to support detailed design and the council contribution for an anticipated bid to the GM Public Building Retrofit Fund (PBRF) for Ryecroft Hall.
Decision
That approval be given for an allocation of existing revenue and capital funding totalling £0.103m (as set out in the report) in order to further develop each scheme from RIBA 2 stage to RIBA 3/4 stage (technical design), along with providing a suitable council contribution for a bid to the PBRF.
Reasons for the decision
To agree the allocation of revenue and capital funding in order to support the further development of a decarbonisation scheme at Ryecroft Hall and facilitate an application to the GM Public Building Retrofit Fund.
Alternative options considered
The potential grant funding on offer via the Public Building Retrofit Fund is currently the only source of grant funding available for this type of work. As such, the alternatives would be:
• To undertake no action at these sites and in turn have no route to how they can be decarbonised and their energy efficiency improved.
• To fund both in their entirety from council funds, which has been discounted for cost reasons and because relevant grant funding is available.
