Decision

That it be DETERMINED that permission be given to approve the admission of an additional provider, namely, Smartway Health and Social Care Limited, to the FPS with potential subsequent awards to follow annually.

Reasons for the decision

On 24 August 2022, Executive Cabinet approved an extension to the existing Home Care Framework from the original end date of 30 October 2022 to 31 May 2023. At the same time, approval was given to tender the Home Care Flexible Purchasing System (FPS) which would replace the framework from 1 June 2023. It was agreed that the FPS would run for six years through to 31 May 2029 opening annually – or more frequently if required – in order to allow other providers to apply to join. Following the initial procurement process, twenty seven providers passed the requisite evaluation criteria and admission to the FPS was approved at Executive Cabinet on 26 April 2023.

However we seek to add an additional provider to the FPS as due to a technical issue this was omitted from the previous report dated 26 April 2023.
