R E S O L V E D –
that:
A)  
an operator model, via a management agreement, to manage the courts
and fund ongoing maintenance, be adopted.
 
B)  
delegated authority to the Deputy Chief Executive and the Director
of Resources to procure an operator and to agree suitable terms for
the management agreement be given. This would include a fair
charging regime with some free passes available to those in need of
support.
