February 19, 2026 Chief Executive (Officer) Approved View on council websiteFull council record
Purpose
On Thursday 7 May 2026 elections will be held
for East Surrey Council. On the same day a County Council
By-Election will take place in Warlingham and a Neighbourhood
Planning Referendum (NPR) will take place for Caterham, Chaldon and
Whyteleafe.
The current Polling Station for Whyteleafe East (WAW2) is
Warlingham Community Library. This Polling Place is also the
Polling Place for Warlingham West (WAW1).
Voters in WAW1 will be voting in the Warlingham Ward of East Surrey
Council and in a Council By-Election for the Warlingham Division.
Voters in WAW2 will be voting in the Caterham Valley Ward of East
Surrey Council and the NPR.
Moving the polling station for WAW2 to St Luke's Church Whyteleafe
will reduce the number of different ballot papers and ballot boxes
at Warlingham Community Library. St Luke's is the polling station
for WHT1, which will be voting in the same polls. Voters in WAW2
voter at St Luke's Church for the by-election held in October
2025.
Decision
That the polling station for WAW2 for the East
Surrey Council Election and Caterham, Chaldon & Whyteleafe
Neighbourhood Planning Referendum will be at the St Luke's Church,
Whyteleafe Hill, Whyteleafe, CR3 0AA.
Alternative options considered
Option 1 - keep both polling districts at the
same station. This however creates a great risk of confusion for
the electorate and polling staff around ballot papers and ballot
boxes.
Option 2 - it was considered to further split the polling stations
at Warlingham Community Library, from two to three. However this
was practical given the number of electors in WAW2 and the space
available at the venue.
