Homelessness Strategy Review and Transitional Action Plan

Purpose
This report presents the findings of a review of the Council's Homelessness Prevention and Rough Sleeping Strategy 2019-2025 and proposes a Transitional Action Plan for 2026/27. The review confirms that the existing strategic priorities remain relevant but highlights significant challenges, including increasing homelessness demand, pressure on temporary accommodation, limited housing supply, and forthcoming private rented sector reforms. In light of Local Government Reorganisation and the planned creation of East Surrey Council, the report recommends adopting a one-year Transitional Action Plan rather than developing a new long-term strategy. The Action Plan will ensure continued statutory compliance, effective homelessness prevention and relief services, management of temporary accommodation pressures, and preparation for a future East Surrey Homelessness Strategy.
