Purpose

As agreed by Executive 4th March 2025, delegated authority was given to the Head of Housing, in consultation with the Executive Member for Housing, to amend the Housing Enforcement Policy with any additional amendments or associated regulations or orders resulting from the Renters Rights Bill.

Decision

The updated Housing Enforcement Policy (2026) is therefore recommended for adoption.

Alternative options considered

The following alternative option was considered:
Do nothing and retain the current 2025 policy: This would avoid immediate change, however it would leave the Council operating with a policy that does not fully reflect the new duties and powers under the Renters’ Rights Act 2025. This increases the risk of inconsistent enforcement, legal challenge (including appeals/judicial review) and potential noncompliance with statutory obligations.
