Decision

To let an interim kitchen and bathroom
contract for 1 year to the value of £210,000.

Reasons for the decision

Our kitchen and bathroom contractor went into
administration leaving a number of kitchens and bathrooms that had
failed the decent homes standard and posed a health and safety
issue to the residents. There was a need to refurbish these as
soon as we could. 
 
Our day to day repairs contractor did not have
the capacity to take on the programme of works.
 
We needed to find a way to address the H&S
issues posed by not replacing these kitchens and bathrooms while we
procured a new 7 year contract with a value of
£3,375,000.00.

Alternative options considered

Our day to day responsive repairs
contract has an element of capital works that we can use per annum.
We approached our contractor and they did not have capacity to
carry out this work.

Wait for the full contract to be procured. We dismissed this option
as it can take up to 18 months to procure a contract to the value
we require. We deemed this would be too long to wait for the
kitchens and bathrooms that we know had failed decent homes and
were posing a H&S risk. We could get to site quicker by
directly awarding a contract of smaller value using a waiver.
