- Licensing Sub-Committee on Thursday 27 June 2024
- Council on Wednesday 26 June 2024 (Cancelled)
- Council on Wednesday 26 June 2024 (Cancelled)
Licensing Sub-Committee Meeting
The Licensing Sub-Committee met on Thursday 27 June 2024 to consider an application for a new premises licence for The Bread and Cheese pub in South Ockendon. The committee approved the application, subject to several conditions.
Application for a New Premises Licence - The Bread and Cheese, South Ockendon
The application from Admiral Taverns sought permission for the sale of alcohol for consumption on and off the premises from 10am to midnight, Sunday to Thursday, and 10am to 1am on Fridays and Saturdays. It also included recorded music during the same hours and late-night refreshment, indoors only, from 11pm to midnight, Sunday to Thursday, and 11pm to 12:30am on Fridays and Saturdays.
Local residents voiced objections, primarily concerning potential noise and disturbance, particularly late at night:
I have suffered enormously from the noise and disturbance from this pub over the last two years, and I believe that the hours requested are unacceptable.Local resident
Admiral Taverns responded by committing to work with the local community to ensure the pub was well-managed. Measures proposed included installing noise-limiting devices and employing security staff.
The Environmental Protection Officer also raised concerns about noise from the pub garden:
Given the location of the premises ... there is a significant risk that noise from the external area of the premises will cause a statutory nuisance to nearby residents, particularly during the later hours of operation as proposed in the application.Environmental Protection Officer
To address these concerns, the committee imposed several conditions on the licence:
- Use of the pub garden to cease at 10pm daily
- Installation of noise-limiting devices
- Employment of SIA-registered door staff from 9pm on Friday and Saturday evenings
These conditions aim to balance the operation of the pub with the need to prevent undue disturbance to local residents.
Cancelled Council Meetings
Two Council meetings scheduled for Wednesday 26 June 2024 were cancelled. No further information or video was provided for these meetings.
Themes and Implications
The Licensing Sub-Committee's decision highlights ongoing efforts to balance business operations with community concerns. The approval of the new premises licence for The Bread and Cheese pub, with stringent conditions, reflects a commitment to supporting local businesses while addressing residents' concerns about noise and disturbance.
The cancellations of the council meetings mean that no new decisions or discussions were held in those forums this week. However, it is essential for residents to stay informed about future meetings and participate in the decision-making process to ensure their voices are heard.

New Developments and Green Belt Protections: Key Decisions from Thurrock Council Meetings
In the last 7 days (since Saturday 01 June 2024), the council has held the following meetings:
- Planning Committee on Tuesday 04 June 2024
- Cabinet on Wednesday 05 June 2024
Planning Committee Meeting
The Planning Committee meeting on Tuesday 04 June 2024 was particularly eventful. Several key issues were discussed, including planning appeals and new applications.
Planning Appeals
Trevor Faulkner provided an update on planning appeals, noting that seven appeals had been lodged since the last meeting. Among these, the appeal for 10 Chestnut Avenue was highlighted. This appeal was previously refused and has now been lodged for reconsideration. Faulkner reported that four appeal decisions were received, all of which were dismissed. Two of these related to green belt sites, where the inspector upheld the view that there were no very special circumstances
to justify inappropriate development. The other two appeals involved residential developments and extensions, which were dismissed due to concerns about overdevelopment and inappropriate design.
New Applications
One of the most significant applications discussed was for the construction of an L-shaped building to provide 10 commercial units for general industry (B2) and storage and distribution (B8) uses. This application included the creation of 36 new car parking spaces and the potential for 30 full-time and 10 part-time jobs. The committee discussed various concerns raised by residents, particularly around noise, highways, and the impact on the local community. Councillor Gledhill noted that after the publication of the committee report, residents' concerns had been addressed through conditions related to noise and disturbance, hours of use, and bin collection.
Kevin's presentation highlighted the importance of ensuring that the development would not negatively impact the amenity of nearby residents. The committee ultimately approved the application, subject to conditions aimed at mitigating potential negative impacts.
Cabinet Meeting
The Cabinet meeting on Wednesday 05 June 2024 did not have a transcript available at the time of writing. However, Cabinet meetings typically cover a wide range of issues, including budget allocations, strategic planning, and policy development.
Themes and Implications
The discussions in the Planning Committee meeting reflect ongoing concerns about balancing development with community impact. The refusal of appeals related to green belt sites underscores the council's commitment to protecting these areas from inappropriate development. The approval of the new commercial units, despite initial concerns, indicates a willingness to support economic growth, provided that adequate measures are taken to address community concerns.
These decisions have significant implications for local residents and businesses. The creation of new commercial units is likely to boost local employment and economic activity. However, it also necessitates careful monitoring to ensure that the conditions imposed are effective in mitigating any negative impacts on the community.
As always, it is crucial for residents to stay informed and engaged with council activities to ensure that their voices are heard in these important decisions.
