That the Paignton Library Decarbonisation Project progress to delivery through the commercially procured contractor, utilising an overall project budget of £768,747 which is to be reflected in the Capital Investment Plan.

This budget will be comprised of the £468,747 of project secured Salix Grant Funds and £300,000 of Climate Initiative Funding.

Reasons for the decision

The project has been reviewed and deemed to be strategically advantageous and satisfactorily compliant in terms of feasibility and levels of risk to enable progression.

Alternative options considered

Approval of this decision enables the project to progress within a controlled process, minimising the risk of not fully utilising the grant funding available.
