Torbay Destination Management Plan (DMP) Review
October 20, 2026 Cabinet (Cabinet collective) Key decision Approved View on council websiteFull council record
Purpose
The new DMP sets out a clear vision and delivery approach for Torbay to continue to grow and remain competitive within a changing visitor economy. It focuses on maximising tourism opportunities through a collaborative, place-based and business-led approach, bringing together businesses, communities and partners to enhance the overall visitor offer in a sustainable and inclusive way.
The DMP provides a single strategic framework for managing Torbay as both a destination and a place, recognising the visitor economy as an important driver of employment, investment, culture and community wellbeing, and supporting its ambition as the UK’s premier coastal destination.
Decision
That the Cabinet recommends to Council:
that the refreshed Destination Management Plan (DMP) 2026-2036, as set out in Appendix 1 to the submitted report, be approved and implemented through the proposed partnership-led delivery, governance and monitoring arrangements.
Reasons for the decision
The refreshed Plan provided an up-to-date strategic framework for Torbay’s visitor economy, reflected consultation feedback and set out improved delivery, governance and partnership arrangements to support sustainable growth.
Alternative options considered
Continuing with the existing Destination Management Plan was rejected as it no longer fully reflected current market conditions, evidence, consultation feedback or the proposed governance arrangements.
