Cabinet noted:
the progress of the CYPIB in taking
forward the LSB’s Prevention and Early Intervention strategy;
and
the relationship between Prevention and
Early Intervention strategy and tackling poverty, and the potential
for better integration and collaboration (as two of the WBFG Act
tests) to improve outcomes
Cabinet agreed that:
It required the Assistant Chief Executive
(as Lead Director) to continue dialogue with Welsh Government
officials, with a view to seeking a more integrated grant offer for
the £9m worth of annual grant covered by the “Tackling
Poverty” (CF, FF, FS, SP) grants (noting that this is part of
a wider set of discussion);
In order to avoid the risks of unintended
gaps and duplication – Cabinet
required the submission of the budget plans/delivery profiles
outlined in paragraph 5.1 to be “challenged” for
coherence on the CYPIB’s behalf, and/or a single delivery
plan to be prepared (even if Welsh Government requires separate
submissions for 2016/17); and
That the Chair of the CYPIB provides
verbal updates on the Board’s progress and an annual report
on progress of the Prevention and Early Intervention
strategy.
