Purpose

To seek approval for a package of measures
designed to support the development and implementation of a
federated approach between Blaenau Gwent and Torfaen County Borough
Councils.

Content

Council unanimously agreed
to:
 

Approve the Head of
Terms to develop and implement a Section 113 Agreement to enable
shared senior leadership roles, including the Joint Chief Executive
and collaborative working;
Delegate
responsibility to the Leader of the Council in consultation with
the Section 151 Officer and the Head of Legal Services to finalise
and effect implementation of the Section 113 Agreement;
and
Approve the
establishment of a Joint Pay Structure for designated joint posts
accountable to both Councils and for this to be added to the
Council’s Pay Policy.
