Purpose

• The compilation and publication of the
Director of Social Services Annual report is a statutory
requirement.
• The purpose of the report is to give an overview of the
performance of the social services department within Torfaen County
Borough Council. It is a retrospective review of activity within
the period 1st April 2024 to 31st March 2025.
• The report highlights key developments and achievements over
the period 2024/25
• The report reflects Torfaen’s ongoing commitment to
reducing inequality and improving well-being within a social care
framework, guided by the Marmot principles and evidenced within the
County Plan (2022–2027).
• Social care operates in a challenging environment, with
rising demand, varied workforce pressures, and financial
constraints, but the focus remains on community resilience,
prevention, and partnership working.
• The report should be considered alongside the County Plan,
Marmot Principles and the developments relating to the Torfaen
Deal.

adopt the Director of Social Services Annual report (2024/25) as
set out in appendix one to the report.
