Approval is sought for the establishment of a joint federated management structure for Neighbourhoods and Environment across Torfaen County Borough Council (TCBC) and Blaenau Gwent County Borough Council (BGCBC). The structure is led by a Joint Director and comprises a mix of joint and place based (single council responsibility) Heads of Service.
