Council agreed, with the
majority voting in favour to:
 

·        
The sharing of Torfaen County Borough Council Chief
Executive with Blaenau Gwent for a period of up to nine months to
allow for a ‘discovery phase’ to take place.

·        
Notes that a further report would be brought back
for decision at the conclusion of the discovery phase.

·        
Note that if the decision after the discovery phase
is to cease the arrangement the Joint Chief Executive would
continue for a further 6 months to enable Blaenau Gwent time to
implement an alternative option.
