To seek approval from the Strategic Director,
Economy and Environment, to grant an exemption from the tendering
provisions of Contract Standing Orders to procure the services of
“Company A” to deliver three minor Civils work at Ty
Blaen. With the first two proposals listed below being supported
via the grant underspend in this financial year and the final piece
of work to be supported by the grant fund already secured for next
financial year.

• National Grid High Voltage substation base slab and
associated works (£14,300)
• TCBC Low Voltage substation and associated works
(£24,090)
• Trenching/Ductwork/Chambers (£34,590)

This request is in line with the exemption of standing orders, CSO
3.2.2, as the grant funding deadline means that“limits
required for tendering cannot be met for reasons of extreme
urgency”. Under CSO 3.3 (exemptions and contract awards
between £10,001k - £75,000) approval is required by the
relevant Strategic Director, after consultation with the Head of
Procurement.
