Purpose

To seek approval for the proposed scrutiny
arrangements for the Corporate Joint Committee.

Content

Council unanimously:
 

·        
Appointed the JOSC of the Cardiff City Deal as the Joint Overview
and Scrutiny Committee for the South
East Wales Corporate Joint Committee;

·        
Approved the Draft Terms of Reference for its functions in respect
of the CJC, as attached at Appendix 2 to the report;

·        
Noted that the cost of administering the JOSC for the CJC will be
dealt with by a service level agreement between RCTCBC and the CJC,
to be concluded in due course;

·        
Agreed that the Monitoring Officer in consultation with the Members
Constitution Working Party be given delegated authority to make any
necessary changes to the Constitution;

·        
That Council appoint Councillor Nathan Yeowell as Torfaen
Council’s representative on the CJC JOSC; and

·        
That Council appoint Councillor David Williams as its designated
deputy to attend the CJC JOSC.
