Purpose

To update Cabinet on the current progress of
the Energy Company Obligation 4 Local Authority Eligibility
Flexibility Scheme (ECO4 Flex) and to request approval on an
amendment to Torfaen County Borough Councils (TCBC) Statement of
Intent (SOI), which will include the Great British Insulation
Scheme (GBIS) and an additional route to supporting eligible
households.

Content

Cabinet agreed to approve:

·        
The proposals for amending the Statement of Intent to include
GBIS in its Flex delivery.

·        
Torfaen County Borough Council to work in partnership with Warm
Wales as an additional ECO4 Flex delivery partner.

·        
That future amendments of a minor nature to the scheme can be
made via agreement from the Strategic Director Economy and
Environment without the need to be brought before Cabinet unless
felt necessary by the responsible Strategic Director.
