1.   
To enable the Council to move towards its stated objectives,
decarbonisation needs to be significantly considered and supported
within the Council’s operation and capital
activities.  Efforts should be made by
the Council to seek out decarbonisation options by default for its
various activities, acknowledging the fiscal position and
technology practicalities will also be influencing aspects.
