Purpose
To approve the award of the General Build Measured Term Contract (MTC) to a single Contractor to provide planned building works, projects and reactive repair service for the Council’s building fabric and parks infrastructure under the General Build MTC contract.

The alternative option would be:
Not award the contract - by abandoning the procurement and starting the process again, this will take approx. 12/15 months. If the decision is to abandon the process, we are at risk of legal challenge from the bidder that has been notified that they were successful on 21st November 2025. We would need an interim position to ensure we are compliant under procurement rules which would require a series of IMDs to multiple contractors to cover the period of awarding RFQs and could attract up to 20% increase in price as we will not be in contract with them.
Do Nothing – This is not an option as we are currently non-compliant, therefore if we abort the contract, IMDs will be required, whilst the procurement recommences.
