Purpose

Following complaints regarding difficulties caused by parked
vehicles restricting visibility in Urmston and Flixton, waiting
restrictions are proposed in three locations in the interest of
improving road safety and easing traffic movement.
 

Decision

1.   
That, following careful
consideration of the informal comments received, authorisation be
given to advertise the intention to introduce the Traffic
Regulation Order as detailed in the Schedules to this report and
that, if no objections are maintained, the Order be made and
implemented in part, as indicated below, as soon as is
practicable.
 

2.   
That any objections maintained be reported for
consideration.

Reasons for the decision

Complaints have been made regarding visibility when turning from
the adopted service road outside the commercial properties on the
southeast side of Bowfell Road, near
its junction with Moorside Road, Flixton. Here some existing no
waiting at any time restrictions are in place, but cars parked to
the northeast of the junction of the service road, and Bowfell Road still obstruct visibility. It is
proposed that no waiting at any time restrictions be introduced in
this location to improve visibility.
 
Similar complaints have been made regarding difficulties exiting
the car park of ‘Move’ Urmston Leisure Centre, due to
parked vehicles either side of the entry / exit onto Bowfell Road. In order to improve visibility at the
junction, no waiting at any time restrictions are proposed.
 
Further complaints have been reported that parking around the
junction of Cornhill Road and Davyhulme Road is causing
difficulties due to restricted visibility, particularly at school
times. Similar concerns have been raised further down Cornhill
Road, where parking on bends is leading to reports of vehicles
encroaching onto the opposite side of the carriageway whilst
turning the corners. In order to improve the situation on Cornhill
Road and at increase visibility its junction with Davyhulme Road,
no waiting at any time restrictions are
proposed.

Alternative options considered

More
extensive restrictions were initially proposed on Bowell Road, but
councillors were not in favour.
 
To
do nothing would not resolve any of the issues currently
experienced.
