Purpose
This
scheme is one of four prioritised schemes previously decided by the
Executive (24/07/2023) to be included as part of Trafford
Council’s reprioritised Mayors Challenge Fund (MCF) programme
of funding made available via Transport for Greater Manchester
(TfGM).
This
report is part of the previously approved process to progress only
Phase 1 - Flixton West of the Urmston Active Neighbourhood scheme
to a design and trial stage. The scheme was renamed the Flixton
Community Streets, with the same aim of developing a safe, quiet,
and attractive neighbourhood that encourages people to walk, cycle,
wheel and play out by prioritising safer spaces within the
community over motor traffic.
The
report summarises the results of the trial phase of Flixton
Community Streets. Of the highway interventions trialled, it
recommends retaining the two modal filters for an estimated
additional three-month trial period but removing the temporary
signalised traffic lights at the Irlam Road / Flixton Road junction
and the temporary signalised pedestrian crossings.
The
Trafford Highways team will monitor the impact during the
additional estimated three-month trial arrangement, assess
congestion levels at the Irlam Road / Flixton Road junction and
consider alternative options and approaches regarding safe
pedestrian crossings along Flixton Road.
Decision
1.
That the content and findings of the trial results
report, be noted.
2.
That the proposal regarding each of the following
elements of the Flixton Community Streets trial, be
approved:
i.
Retain the two temporary modal filters (one on
Brooklyn Avenue / Western Road and once on Rothiemay
Road).
ii.
Retain the 20mph speed limit extension trial on
Irlam Road / Woodsend Crescent Road forming part of a wider
Trafford Highway Safety Programme that is funded from
Trafford’s Traffic and Transportation Highways capital
programme.
iii.
Remove the temporary signalised junction with
pedestrian/cycle facilities at the Irlam Road / Flixton Road
junction.
iv.
Remove the pedestrian crossing on Carrington Road,
northeast of Morris Grove.
3.
That an estimated additional three-month trial and
monitoring period, to assess the impact of these proposed
arrangements, be approved.
4.
That any decision to proceed to the detailed design
stages and further MCF business case approval subject to a
favourable outcome following the monitoring period set out in
Section 6 of the report, be approved in principle.
5.
That the delegation of authority to the Corporate
Director of Place, in consultation with the Director of Finance and
Systems and Director of Legal and Governance, to negotiate and
finalise the grant funding agreements, construction contracts and
any other contracts or documents required to implement this
decision, be approved.
6.
That the delegation of authority to the Director of
Legal and Governance to enter any contracts or other documents
required to implement this decision, be approved.
