Purpose
The proposals to implement
charges for garden waste collections at a
number of the Districts presented a risk to the GMCA as they
are contracted to guarantee minimum tonnages of
biowaste.
The proposed changes to the
LAMA have been agreed with District chief waste officers and
treasurers to ensure that any local policy changes, i.e.
implementing a charge for garden waste collections, do not transfer
costs to the other Districts who have not implemented a
charge.
Decision
1.
That the changes to the Levy Allocation Methodology
Agreement (LAMA) from the current agreement, be noted.
2.
That the revised LAMA, be approved to be in place
from 2025/26, subject to it being agreed by the GMCA and the other
signatories.
3.
That the Director of Legal and Governance be
delegated authority, in consultation with the Corporate Director of
Place and Director of Finance and Systems, to make minor changes to
the agreement.
4.
That the Director of Legal and Governance be
delegated authority to finalise and enter into any agreements
required to implement this decision.
