Purpose

The Better Care Fund was
introduced by the Government from 1 April 2015 consolidating
a number of previous funding streams
into one pooled fund which is now hosted by the GM ICB Trafford.
This fund includes monies for the protection of adult social care.
The expectations of the Government of having a Better Care Fund
is to promote better integration of
health and social services for individuals. A signed section 75 (s75) agreement is
one of the conditions of receiving the monies attached to the
Better Care Fund as it evidences a joint commitment to work
together to achieve shared objectives.
 
The Better Care Fund is the
subject of a Section 75 agreement which describes how the fund and
additional allocated monies from the ICB and the Council will be
managed. For this reason the funding
allocated within the s75 agreement is negotiated every year subject
to available budgets.
 
The report seeks the delegated
authority to complete the Section 75 agreement for 2024-2025 on
behalf of the Council, in relation to the Better Care Fund
incorporating Learning Disabilities and any additional funding to
support hospital discharge.

Decision

1.         
That the Section 75 partnership agreement between
Greater Manchester Integrated Care Board (GM ICB) Trafford and the
Council for 2024-2025, signed by GM ICB Trafford, attached at
Appendix 1, be approved.

 
2.         
That the Corporate Director of Adults and Well-Being
be delegated authority, in consultation with the Director of Legal
and Governance, to agree the terms and conditions of the
partnership agreement.
 
3.         
That the Director of Legal and Governance be
delegated authority to enter into the 2024-2025 Agreement on behalf
of the Council.
