Decision

(1)      
That the contents of the report, be
noted.
 

(2)      
That the Corporate Director of Place be delegated
authority, in consultation with the Director of Finance and the
Director of Legal and Governance, to approve the final Zonal
Outline Business Case and carry out a procurement exercise to
identify a third-party zonal delivery partner,
and take all other necessary steps to develop the project
prior to approval of a Development Agreement.
 

(3)      
That the Corporate Director of Place be delegated
authority, in consultation with the Executive Member for Climate
Change and the Executive Member for Economy and Regeneration to
agree the final red line boundary of the heat zone to be
procured.
 

(4)      
That the Corporate Director of Place be delegated
authority, in consultation with the Executive Member for Climate
Change, to approve the final Development Agreement (expected
January 2026).
 

(5)      
That the Director of Legal and Governance be
delegated authority to enter into any legal agreements required to
implement the recommendations.
