Purpose
Trafford Council are currently working on a Section 278
agreement with the developer of Cornbrook Park following approval
of their associated planning permissions. The Council has
previously been contacted by residents regarding problems with
vehicles parking on Virgil Street & Princess Street, Stretford.
A new residential
development on Cornbrook Park is likely to generate further issues
with regards to on-street parking. It was believed that there
is sufficient off-street parking provision for local residents of
the new development, however what is not known is whether there is
sufficient availability in off-street parking for visitors to both
properties and local business alike. It is also believed there is also a commuter
parking issue here with Cornbrook Metrolink Station and other local
businesses located within close proximity to the new
development.
Taking into consideration the above, it was therefore proposed
that the introduction of additional ‘No Waiting at Any
Time’, ‘No Waiting Mon- Sun 8:00am – 6:00pm (7
days a week)’, No Waiting Mon- Fri 8:00am –
6:00pm and ‘No Waiting Mon- Fri
8:00am- 6:00pm 2 hours no return within 2 hours’ restrictions
around Virgil Street
& Princess Street would improve accessibility and road
safety for all road users.
The
proposals, as shown on drawing E9239-001 Rev A were formally
readvertised on 10th July 2024 and received 11
objections. Having considered the objections received, approval is
now sought to introduce Traffic Regulation Order (TRO), as
advertised, as shown on drawing No. E9239-001 Rev A and described
in this report schedule A.
Decision
1) That the results of the
consultation and objections received be noted.
2)
That following careful consideration of the objections and comments
received, authorisation be given to make and implement the Traffic
Regulation Order as advertised and detailed in the schedule
contained within this report, and as shown on drawing number
E9239-001 Rev A.
3)
That the objectors be informed of the decision made.
Reasons for the decision
To
introduce waiting restrictions, in the interests of highway safety
and to discourage obstruction of the highway.
Alternative options considered
Not progressing the proposals would be
detrimental to road safety and access.
