Purpose

A
School Street is a road outside a school with a Traffic Regulation
Order to restrict motorised traffic at school drop off and pickup
times. School streets offer a proactive solution for communities to
encourage a healthier lifestyle, promote active travel and improve
the environment.
 
School users regularly park their vehicles outside schools
causing road safety issues and congestion, which also raises
concerns over the air quality.
 
By
reducing the number of motorised vehicle movements School Streets
encourage parents and carers to undertake more sustainable journeys
on foot or by cycle.
 
It
is proposed to introduce these restrictions permanently as they
have previously been trialled and operated under a temporary
traffic Order.
It
is also proposed to permanently amend some existing waiting
restrictions and School Keep Clear markings as part of this
work.

Decision

1.   
That authorisation be given to advertise the
intention to introduce the Prohibition of Driving Order and 20mph
Speed Limit Order as detailed in Schedules 1 and 2 to this report
and shown on drawings E9309-01 Rev A, E9309-02 Rev A, E9309-03 Rev A,
E9309–04 Rev A, E9309-05 Rev A and E9309-06 REV A and
that, if no objections are maintained, the proposals be
implemented, in whole or in part, as soon as is
practicable.
 
2.   
That authorisation be given to advertise the
intention to amend The Borough of Trafford (Prohibition of Waiting
and Loading and Provision of Parking) Order 2001 as detailed in
Schedules 3 and 4 to this report and that, if no objections are
maintained, the proposals be implemented, in whole or in part, as
soon as is practicable.

 
3.   
That any objections maintained be reported back to
Members for consideration.

Reasons for the decision

It
is recommended that, in the interests of improved traffic
management, road safety, and to support the Councils Active Travel;
ambitions, that approval is given to advertise the proposed
Permanent Traffic Regulation Orders. These are detailed in the
schedules contained within this report, and as shown on drawings
numbered E9309-01 Rev A, E9309-02 Rev A, E9309-03 Rev A,
E9309–04 Rev A, E9309-05 Rev A, E93676-001 Rev A and E9309-06
REV A.
