Purpose
The report detailed the
requirements to undertake a short public consultation on the New
Carrington: Delivery Strategy, the evidence underpinning it and
associated supporting documents.
Decision
1)
That a four-week consultation be undertaken in
respect of the New Carrington Masterplan Delivery Strategy and
relevant supporting documents/ evidence in accordance with the
provisions set out in the Councils’ Statement of Community
Involvement (SCI) for Supplementary Planning Documents (SPDs)
starting no earlier than 15 September 2025.
2)
That the Corporate Director of Place be delegated
authority to organise and make all necessary arrangements for the
public consultation.
3)
That the Corporate Director of Place be delegated
authority, in consultation with the Executive Member Economy and
Regeneration for the preparation and issuing of the Council’s
response to the consultation and ensuing recommendations as soon as
possible after the closure of the consultation.
4)
That it be noted that the consultation,
representations to it and the council’s response and
recommendations will be used and relied upon immediately for
decision-making purposes.
5)
That it be noted that the full and final draft of
the New Carrington Masterplan (incorporating the delivery strategy)
will be subject to a full six-week public consultation in
accordance with the Local Development Scheme (LDS).
Reasons for the decision
To enable a focused public
consultation on the New Carrington Masterplan Delivery Strategy
element to demonstrate significant and visible progress to all
stakeholders and address the criticisms of recent the appeal
decision before a precedent can be established, hindering the
Council’s ability to deliver the requirements of the New
Carrington allocation in full.
Alternative options considered
Whilst it is possible to hold
one public consultation on the full and final Masterplan and all
supporting evidence etc. next year, it is clear from the recent
appeal decision that a lack of public consultation and scrutiny of
the proportionate contributions and the information that it is
based on, will continue to cause an issue for the Council going
forwards.
If the criticisms are not
addressed and visible progress made, there is the risk of
additional appeal decisions cementing the view that proportionate
contributions are not justified, establishing a precedent for all
future development at New Carrington.
In light of the current
situation, there is, therefore, no reasonable
alternative.
